Tobacco and Alcohol Control

Hong Kong regulates tobacco and alcohol through a range of public health and licensing laws.

 

Regarding smoking products and smoking, the Smoking (Public Health) Ordinance (Cap. 371), the Fixed Penalty (Smoking Offences) Ordinance (Cap. 600) and the Import and Export Ordinance (Cap. 60) regulate no-smoking areas, enforcement powers, and restrictions on both conventional and alternative smoking products in respect of their sale, advertising, import, and supply to minors.

 

Regarding liquor, the Dutiable Commodities Ordinance (Cap. 109) and the Dutiable Commodities (Liquor) Regulations (Cap. 109B) lay down duties on liquor, the liquor licensing system and rules on the remote sale of liquor, and prohibit the sale or supply of alcoholic liquors to persons under 18 in the course of business.
