1. What are the functions of the Owners' Corporation and the building manager?

The building manager (or the building management company) is appointed by the developer or the Owners' Corporation to manage the building. Among the important functions of the manager are repairing and maintaining the common area of the building, maintaining cleanliness, arranging for security services, and monitoring the collection and payment of management fees.

 

The Owners' Corporation is empowered by the Building Management Ordinance to monitor the services provided by the building manager and the budget to be spent on the management and maintenance work. All the decisions made by the Owners' Corporation must be supported by votes from certain percentage of the total number of flat owners in the building. It can terminate the appointment of the building manager. The manager becomes answerable to the Owners' Incorporation when it is set up.
