2. Can money lenders contract out of the Money Lenders Ordinance (Cap. 163)?

No. The Money Lenders Ordinance (Cap. 163) expressly states that it shall have effect notwithstanding any agreement to the contrary. This means that any attempt by a money lender to exclude or limit the Money Lenders Ordinance (Cap. 163) requirements in a loan agreement would have no effect.
