4. How to make an application for a pawnbroker’s licence, for a transfer of licence or change of premises?  

The relevant Application Forms can be downloaded from the Hong Kong Police website located here or obtained from the Police Licensing Office at 12/F, Arsenal House, Police Headquarters, 1 Arsenal Street, Wan Chai, Hong Kong. The application may be submitted via the online application portal on the Hong Kong Police website, or by submitting it to the Police Licensing Office in person or by mail.

 

For a transfer of licence, any person may apply in writing to the Commissioner of Police to transfer an existing licence to another person and such transfer shall be endorsed on the licence. The Commissioner may, if he is satisfied that sufficient cause is shown, approve and permit such application for transfer.

 

If a pawnbroker intends to transfer its business as a pawnbroker from the original premises (the address of which is stated on the licence) to another premises, he may apply in writing to the Commissioner of Police to have the new premises endorsed on its licence in substitution of the original premises.

 

In order to make any change or amendment to the details stated on the licence, the licensee must apply to the Commissioner of Police for approval.

Any person who wishes to contest the decision of the Commissioner of Police regarding an application for a licence, a transfer of licence or substitution of premises or a renewal of licence may appeal by way of petition to the Chief Executive within 28 days from the date of the decision. The Chief Executive may confirm, vary or reverse the decision of the Commissioner of Police.
