Q14. Can I terminate service contracts (utilities, telecom, maintenance) tied to my destroyed property without penalty?

The answer turns on the terms of the relevant contract. Sometimes, you can terminate, but not always without penalty. By way of example, for utilities, closure is usually possible through the provider’s account-closing process, with final bills and deposit adjustments. 

 

For electricity, check CLP’s official residential closure guide (https://www.clp.com.hk/en/residential/close-electricity-account-residential/apply-account-closure), which currently states that you can apply online to close an account, submit the application at least three working days before the preferred termination date, and after the termination you will receive a final bill and then the deposit refund according to the chosen method. 

 

For telecom contracts, subject to the terms of the relevant contract, an early termination charge may still apply if you are still within a fixed term.

For water, check the closure of the account page of the Water Supplies Department. In simple terms, a destroyed home normally does not automatically erase the telecom contract. If your broadband, fixed line or mobile home service is still within a minimum term, the provider may still rely on the contract and charge an early termination fee unless the provider agrees to waive it or the contract itself gives a special right.
