H. Mobile Telecommunication Devices
With effect from 25 January 2026, the quantity, size, and placement of any mobile telecommunication device (i.e. mobile phone, tablet computer, or laptop computer) placed in front of the driver while driving are regulated under new legislation.
a. Quantity limit
No more than two mobile telecommunication devices may be placed in front of the driver.
b. Size limit
The diagonal length of any screen visible to the driver must not exceed 19cm (~7.48 inches).
c. Placement
The new legislation applies to all mobile telecommunication devices placed forward of the driver’s seat (i.e. the compartment space forward of the driver’s seat, including the windshield, dashboard, or other locations where a mobile telecommunication device can be placed), with screens that can be seen by the driver, but excludes mobile telecommunication devices being used by passengers only.
d. Must not obstruct line of sight
Such devices must not obstruct the driver’s view of the following:
- the road and traffic; and
- any mirror, device or monitor unit fitted to the vehicle for indirect vision to the road and traffic.
e. Penalties
Any driver who, without reasonable excuse, contravenes the above requirements relating to the use of mobile telecommunication devices is liable, on conviction, to a maximum fine at level 1 (currently $2,000).
